The European Court of Human Rights has suspended consideration of complaints against Russia

The European Court of Human Rights has temporarily suspended consideration of all complaints against Russia due to the fact that it was expelled from the Council of Europe on March 16. The ECHR will return to their consideration not earlier than it will assess the legal consequences of the resolution adopted today by the Committee of Ministers of the Council of Europe, the court said in a statement.

Earlier it was reported that according to the established procedure, Russia's membership in the Council of Europe will cease only on January 1, 2023. Until this date, the ECHR will continue to receive complaints and consider them, moreover, all violations from the Russian side that may have occurred before this date will remain in its jurisdiction.

At the same time, the resolution adopted by the Committee of Ministers of the Council of Europe refers to the "immediate" exclusion of Russia. The head of the human rights organization "Agora" Pavel Chikov said that the Russian Federation has ceased to be a party to the agreements of the Council of Europe, including the Convention on the Protection of Human Rights and Fundamental Freedoms, as of today. It is still possible to complain to the ECHR about violations of rights that took place before March 15 inclusive, Chikov said.

He also noted that Russia became the first country excluded from the Council of Europe.

On February 25, the Committee of Ministers of the Council of Europe decided to suspend Russia's membership in the organization on the basis of Article 8 of the Charter of the organization due to violation of the rule of law and non-observance of fundamental human rights and freedoms by the Russian Federation. On March 15, PACE appealed to the Committee of Ministers with a demand to exclude Russia from the Council of Europe, and at the same time the Russian Foreign Ministry announced its withdrawal from the organization on its own initiative.
